Rezoning Applications

Sawarne Lumber Co. Ltd. has applied to rezone the subject properties to facilitate a strata townhouse development and a strata cluster house development. There is a covenant on title that requires the preparation of a master plan prior to consideration of further development approvals. The proposed Official Community Plan (OCP) amendment bylaw would represent the incorporation of the master plan into the OCP and address that condition. The proposed OCP Amendment Bylaw No. 492-32, 2023 would be presented at a future public hearing in early 2026.

An application to rezone four properties at 5686 & 5694 Wharf Ave, 5700 East Porpoise Bay Rd, and 5689 Trident Ave. The intent of the application is to construct four apartment buildings with combined 89 market condo and rental units with commercial space on the ground floor within the building adjacent to Wharf Avenue.

The proposed development is generally consistent with the Official Community Plan (OCP) in this location; however, the proposed density exceeds the number of units and floor area ratio supported in the OCP, therefore a corresponding minor amendment to the OCP is proposed.

Highland Builders has applied to rezone 5476 Mills Road from R-2 to R-3 to allow a small-lot subdivision consisting of 7-lots at 5476 Mills Road.

A rezoning application for 1785 Tyson Road that proposes an increase in the allowable agritourism accommodation units from three to ten and alters the zoning regulation to allow units outside the single detached dwelling. The proposal is aligned with the provincial Agricultural Land Reserve (ALR) regulations that allow up to ten units in a variety of configurations without requiring a non-farm use application. The applicants propose three geodesic domes, two A-Frame cabins, and five tent/RV sites for the 10 agritourism accommodation units.

29 lots with sizes around 500 m2. While originally intended as a new area for single detached dwelling housing forms, the zoning now allows the potential for up to four dwelling units on a property in accordance with Provincial Small-Scale Multi-Unit Housing (SSMUH) mandates.

The developer and future owners will have a broader range of housing forms to choose from, subject to development permit and zoning requirements.

Homei Sechelt (Laurel) Limited Partnership has revised the original Van Ke subdivision application from 66 lots to 99 lots. The lot layout and road network have been revised along with the increase in proposed lots.

The application still proposes an extension to the sanitary sewer line from Sechelt along the highway and up Nestman Road to serve the property. The owner has petitioned Council to create a new sewer service area for the property and future lot owners. Council has endorsed this petition and staff will be preparing the necessary bylaws. At this time, it would only serve the subject property.
